this is how it looks when I pull the assembly out of the tank when the bike doesn’t start. If you see the regulator it’s coming outwards. This is how it looks when I push it back in then it starts right up.https://imgur.com/a/BT5fhVd

Post photo of this side after you've pushed it back in. Other photo seems to show FPR spaced too far away from filtre body. Doesn't appear to have clip fully pushed over barbs on this side. I would just put hose-clamp around entire thing.

It's possible someone used thicker SAE-sized O-ring on that FPR instead of proper metric one. That would prevent FPR from seating fully and allowing clip to engage. See how new FPR compares to current one. In any case, I'd wrap stainless hose-clamp around entire thing.

Also install strainer sock at bottom. It'll protect your pump from larger particles that can damage and wear it out prematurely. Honda # 16700-MEL-013. ebay - CBR fuel strainer

that pump is held to gether with less than a prayer - if you can't get the parts to engage properly, replace the whole thing.

Are the black clips snapped off by any chance?

so It was the clip all along I clipped it in and took it for about a 15 mile ride it rode great.I can’t believe I didn’t clip in the plastic piece.Great eye.I’m still a little hesitant on taking it for a long ride of the worry it will break down.I installed the new fuel regulator it was around 60 dollars should I keep it or return it and put that money into a new pump.If you think this assembly is fine I would really like to keep it.I have spent a lot of money on this due to towing and parts.

yeah, frustrating tossing parts & money at problem. Your flow-test shows pump flowing plenty and filtre's not clogged so I'd keep them. Test with old FPR with properly installed clip. AND wrap stainless hose-clamp around whole thing just to be sure. If testing successful return new FPR.

Personally, in my earlier years, what I've done is ride around block multiple times to gauge reliability. So I'll pick 1-mile loop. Furthest I'll have to push it is 1/2-mile.

Nowadays I have trailer, so I'll do bigger loops like 5-miles and if I get stranded, I'll just jog 2.5-miles and get trailer to tow it back myself. Strangely enough, never had to do that after getting trailer! Kinda like having spares at track, guarantees that part will never fail.
