O-rings are never used to hold a part in place - the regulator must be physically secured somehow to stop it popping off.

Yup, that hefty plastic clip at top holds it onto filter.

No, that's only for pressure-testing (can use OEM bolt for that).
Does your pump have white clip to hold FPR in place?

Flow test just requires unbolting fuel-hose from rail and sticking it into measuring cup. Crank engine for 10s and see how much petrol you've collected.
Considering how much rust you had in tank, wouldn't be surprised if filter's completely clogged and you're getting less than required flow. Numbers should be about twice what's listed here (error, they used # from 600).

I will do that tomorrow.Also do you think this has anything to do with it.The other lines that are suppose to be connected to the gas tank are not there.Could this have to do anything with it.

Nah, those are well after pump and doesn't affect its operation in any way.
They're vent lines for when you overfill tank. Others went to EVAP canister for emissions.
As long as ports are open, it's fine. Will just drip petrol onto hot engine if it vents.

I just did the test I did it twice I was getting around the same numbers both times.I’m almost getting 17.7oz of fuel.I’m getting to much fuel according to the diagram.Any advice what to do next?

Flow in the diagram is a minimum, you’re good. Fix the problem with the regulator falling off - that’s why you are getting no fuel.

why would the regulator keep falling off?I thought maybe too much pressure due to the new fuel pump was causing it to fall off.

post photo of your pump assembly and compare to this photo

I guess you can put giant hose-clamp around whole thing.

my assembly doesn’t have the red packing at the bottom.
