Don't know the answer to the "WHY" Mr Honda did it - only know they did. [Note - Honda don't make carbs. - Maybe given that HONDA (and other Jap m/cycle manufacturers at the time sourced carbs from KEIHIN) - maybe KEIHIN just did an update???]

I only have access to one Honda W/S Manual and that is only for the later models. Link below.

The Haynes W/S Manual (PAGE 49) gives complete details of both sets of carbs and also country specific (US + CALIFORNIA + UK + REST OF WORLD) and then variation details (Jetting / Air / Float level + + +). Link below.
