from the sound of it, he has pressure, but gas isn't dropping and a code 19. that's a by-the-book ignition plus regulator issue. So stop all this craziness for a second. go back and look at the pictures that i took the trouble of scanning.
1st page, it says test for Ground... turn your bike off.. disconnect the sensor. look for White/Yellow wire from the connector. With your multi-meter... touch one end to the White/Yellow... touch the other end to the engine or the frame. you should get 0.0v. Read the procedure...it says throughout the connection/wire to insure continuity. this is to make sure you dont have a bad ground.. which causes an electrical short. While you're at it, clean the connectors with some sort of electronic spray. so make sure this is goood.. before you move on to step two.
2nd page. test for voltage. it sounded like you did. and you got a bad voltage reading of 0.4v when it should be at least 0.7v. So what this means is that.. if you have good grounding, but the reading is off.. it's either your Sensor or ECM.....assuming your multimeter is not a piece of crap.
The next step is to test your ECM.
so before you go tearing your whole bike a part and dumping injector cleaner into your gas. try the steps recommended by the service manual first. From here, you can move on. else... you're running around the problem, which is unproductive and will cost you more money in the end. but who knows, you might get lucky.

It's almost at that point to start from square one with rechecking spark, air, and fuel (pressure and pulse). Get good plugs in it and go from there. This really isn't that hard...but the info has all changed. Mnguyen84 is right about testing that stuff, but please verify that its missing that signal first.
