Every time OL on meter. Touch the meter prongs to each other and get a zero reading

That's testing on BAS itself, not harness right? No connection between those terminals means BAS is dead. Seems we're making negative progress as BAS was working earlier:

We might want to test your previous harness. It might actually be in better condition. Verify ECU connectors have correct wire-colours in correct place. If so, I'd swap it back in since we have no idea how many additional errors you'll find in this replacement one. Do same test with previous harness to compare:

1. measure resistance of grn wire terminal at BAS socket to other end chassis-ground grn wire that bolts to frame. ohms = ???
The harness that came with it was butchered. It only came with the main harness which was missing wires and pins in connectors. So definitely not gonna be better.

I measured it at the green grounds on frame, at bolt on frame, and negative post of battery.

You skipped step?

What's colour of wires at ignition-switch connector where it plugs into harness?
Slide phone or mirror under ignition-switch and get photo.

Someone really messed up this replacement harness. Sure your previous one isn't better?
I was getting 9 volts on the pink wire before. This last time I did charge the battery overnight and got 10.7 on pink so don't know if that is relevant to why it's showing more volts or not?

The 2 ECU connectors are all in the correct place and right colors. I verified this with the diagram you sent. That's how I found the number 3 injector wire was in the wrong pin but took it out and put it in the right place .

I haven't measured for volts with everything off. I can try that also. I only did the steps you sent me. I'll do that and start back where I left off which was at the fuel pump relay

I also checked voltage on the small red and white wire at engine relay and it showed .50 volts with kill switch off and .30 with it on. If that's any help or says anything. Tested with relay hooked up and without. Same voltage
