Yes, it's the slow jet. I'm sure if you remove the float and needle, you can get a pair of Vice-Grips on that slow jet and remove it. I'd put some Liquid Wrench on it and let it soak a while.

I got it out, wasn't an issue removing it, just retarded that they left it like that.
