Default Rebound damping adjustment screw stuck

I was trying to set the rebound damping screw (on the top of the forks) for the first time today, and it is completely stuck. It turns the whole preload screw instead. I tried turning it both directions (figuring it might have been jammed to full hard or soft) but it didn't work. Even after pb blaster, the screw just starts to bend. This is the same for both of them. I rebuilt the forks a month or so ago - is there a possibility I did something wrong during reassembly? The screw is part of the cartridge itself which I didn't take apart, so I think not...

This question had been brought up in this old thread but never answered.
Any ideas?

I don't recall if they're the type of screw that actually moves in and out as you turn it, or if something inside is actually moving as you turn it. Can you post a picture of what yours actually look like ? The ones on our F3's stick up above the Hex head about 1/4".

That top assembly does disassemble, but you can't by the parts for it from Honda. I think you can get some stuff from Race Tech. If you’re not interested in rebuilding, I think I have a spare dampening rod lying around.

Just to clarify, this is a 96 F3 bike I'm talking about, not a triumph. I think nothing's broken because it is the same problem for both sides. Maybe an assembly error. Fortunately, the rest of the bike is set at stock, so I will just leave it as is for now. I don't want to put any more time/money into these forks (as I found out one of the tubes is slightly bent). If I were to do anything, it would be a full 600rr swap.

Ok, I finally got my hands on another set of F3 forks, and it has exactly the same problem. From what I gather, on a normal set of forks, the rebounds screw makes clicking sounds as it is turned. On both sets of forks, it just won't turn. I've taken the damping rod out, but I can't tell what's wrong with it:







And here is a picture (someone else's of more detail of the top)

Its an f4i, but same thing.. The rebound screw just rotates the entire preload adjuster. I have tried penetrating oil, heating, pushing down and rotating, pulling up and rotating, etc. Also, in the first picture, the damping rod (long thin part) rotates freely relative to the top piece.

Any ideas about what is wrong?
