You don't NEED a rotohammer, it makes things a lot easier and faster but you don't have to do it.

id rather spend a couple of bucks rentina hammer drillfrom lowes or home depot then take a chance of bustin up my drill (if i didnt have one)

If you go slow and don't do things like bog your drill down by using too much pressure the drill will do just fine, trust me in the millright undustry I deal with this type of thing on a nearly daily basis.

dude you said you were gonna put the anchore in the asphault dont do that put it in the concrete it is much harder asphaults only 2inches deep

my parkign lot is ghetto only concrete is the curb, dont have colemns cuz were i live sux, onyl thign we do have is security that walks aroudn in the night.

No columns?, Ok then, Find a nice slab of concrete that is visible from your apartment, and that you can safely park your bike on without getting into trouble. (it would suck putting down an anchor and then getting crap about parking the Bike in that place)

Make friends with the security guard, and drill late in the afternoon/ early in the evening (after the management has left, but not late enough that the nehibohrs will complain about the noise) and then make sure it looks clean/ clean up after youre done, and you shouldn't get hasseled too much.
Also, as it was mentioned before, drill in concrete, asphalt can be easily dug up.
