I can tell you what PennDOT's response is to the "Must be reconstructed in..." titles: hysterical laughter at you for waiting in line to be told 'HELL NO!'

 

Yep.
But then again, PennDot says "hell no!" to everything.
Sometimes they say "hell no" and then you talk to someone else and they say "That will be $30".
This has happened twice. (not with salvage titles, tho) Then a third time I was so pizzed off I actually went to my representative's office and got stuff straight. Just FYI, apparently state reps have secret phone numbers to the DMV... I swear to god they do. It's like some James Bond chit. No waiting and he just says "if you could give us a check for $10, you should have everything in the mail within 2-3days."

 

+1 to the state reps office in PA. Those guys are good because they wan't your vote. you can't not elect the guys at the dmv but the reps seem to have a way of getting things done
