Well, from what I can see in looking at the US model of the 1996 CBR 900RR, the headlights are wired together. In the US, they both have 3 wires going to them from the Headlight Relays. There is a Green wire, a Blue/Black wire, and a White/Black wire. It appears that the White/Black wire is the supply side for the low beam (what you call "dipped"), and the Blue/Black wire is the High Beam (full beam).

Can you tell if the wiring has been messed with? Does it look to be factory? Do you or anyone have a wiring diagram for a Dutch version of the 1996 model 900RR?

Most lighting issues are related to poor connections. Without a wiring diagram, it's hard to identify what connections are involved. Maybe a local dealer could print one for you.
