Usually you can't. They'll use the bureau of their bank's choice.

Ah well that isn't cool! Hopefully my bank will be able to give me the 4k... theres a nice bike very close (about 45 minutes) black 2003 RR that i'd probably go get... NADA says a 2003RR is worth 2800-3680, and he's asking 4100, so he'd probably take a bit less...
