I had that problem once. It was gonorrhea.

 

I would try cleaning the hose out and see if the gunk still comes out. I agree it is probably just crud buildup. Otherwise swab it and take it in to the clinic for STD tests, especially if its been anywhere near ehathway.

 

Almost certainly chain lube as nothing else on teh bike will be that tacky. If your oil or radiator fluid is that tacky you've got serious problems!
