Default Tire Balancing

Does anyone else balance their own tires? I'm actually having a bit of trouble balancing my rear tire. I'm using a gravity balancer, I don't know exactly what you would call it, but the wheel sits upright, and it spins, and The heavy side goes down when it is off balance.

The problem i'm having is that it seems like there are multiple heavy spots, because in some positions the wheel is perfectly balanced, and in others its not. I was wondering how close to balanced i'll be able to get it with this type of balancer. I know it will never be perfect, but this seems to be strangely off for some reason. I've tried it with the weights in one spot, split up, and multiple spots, but maybe this is as good as i can get it?

If anyone has any experience balancing tires with this type of balancer, feel free to help me out

So I recruited some help, and after hours of trying to figure it out, it turns out one of the stupid spacers was the culprit changing the center of gravity around the wheel.... took the spacer out, and imagine that, it balanced right up in 2 minutes...
