Default Bike shuts off in first gear

I have a 99 cbr 600 F4. Bike was not running when i first got it and then got the engine rebuilt changing the piston rings. Now its running revs up nicely but shuts off when I pull off in first gear. When I come all the way the clutch and give it gas it shuts off. It would ride if i idle off and give it A LITTLE throttle. I guess when it revs past a certain rpm somehting happens and causes the bike to shut off. Never made it into second gear. Could it be something with the carbs? Bike getting too much air or gas ? This problem has had me stuck for a few months now someone please help.

What do the plugs look like? I guess if you ran it super fat on fuel and totally fouled out the plugs it might get choked up trying to burn all that fuel/air. When it dies, is it like a light switch turning your bike off or does it sag and bog on you.
