It depends on how your testing it. A freshly started bike with high beam on should charge high 14's. A warmed up bike with a fully charged battery will show less. As long as your above 13.5 and it doesn't drop as your rpms increase, your probably ok. But it is a bit low.
Just to check though, test the meter on another vehicle. It's possible it's not accurate.

done the test, twice. and results are 13.08v when bike is old and engine off. 14.75v when engine is on.
so it seems I had a faulty battery. The bike starts up strong with the new battery, no more weak cranks. I was very glad that the problem was just the battery instead of the stator and r/r.
Took her out today, I finished my training course last weekend and I could definitely feel the confidence when riding her. Cruising down on some back roads at 80km/hr, stopped a few times and she fired up everytime.
All I want to say is Thank you guys for all the great tips and advice.
