steering lock broken

steering lock broken
Not sure if someone jacked withmy ignition cylinder while my bike was parked for winter but my steering lock is now stuck in the locked position. I can use the key to turn the tumbler and actually turn the bike on and start it but I cannot turn the handle bars due to the lock being stuck.
Is there any remedy for this or do I need to take off the front fairing to remove the cylinder and replace it with a new one?

Well I disconnected the front fairing stay that mounts on the neck and got plenty of room to unbolt the lock cylinder. Problem is, the cylinder won't come out even though it is unbolted. The locking pin is keeping it from coming out. See attached pics for what I'm talking about.
So is the only way to get it out to take off the top of the tree?
I tried pb blaster down the keyhole and on the locking pin but it didn't help. I can turn the cylinder fine with the key and even turn the starter but the locking pun doesn't retract.

PS: All of the nicks and scratches make me think someone tried to steal this bike when a previous owner had it.... kinda sketch. I may just get a whole new upper tree along with a new lock cylinder to clean it up.

Brand new complete lock set ordered, comes with ignition lock, tank lock, and seat lock plus a key. All brand new OEM pieces for $138 shipped.
Now just to get the damn old one out. Worse case scenario I will take the top fork bridge off and replace it with a nice shiny new OEM piece ($$$). It will up the quality of the bike in the long run.

Ok another update, mainly for reference.
It turns out taking off the top bridge (upper or top of the tree) is very very easy. Loosen 2 12mm bolts to remove the handle bars, loosen the two allen bolts on the bridge itself and then the big steering stem nut. After that I could just pull it off with my hands and the broken lock fell right out. After reading the manual, it looks like I am missing the "fork stopper" at the top of each fork. I think they are just giant c clips. I will get those later on when I get a new upper bridge that's nice and new.
