Damn Seat Lock is Broken.
Used the search function, came up with lotsa stuff but didn't get exact detailed directions.
Credit to Pochops for this pic I found in the search.
I read that all I have to do is reach in with a wire hanger and hook it onto the cable and pull and the seat will come off. All I know is, I've been pulling on the cable (where the red arrow is pointing at) but it's not budging. Do I have to do anything else? Do I have to turn the key in the lock while I do this or that doesn't matter?
Any advice would be good.

I GOT IT! Since I have a corbin seat, it makes it harder to take the seat off even when the key lock is working. When I used the wire hanger to pull the cable, it was opening the lock but I just had to wiggle the corbin seat as usual and it came off. I'll be taking pictures, and I'll make a DIY guide on how to open a stuck seat and how to fix the problem of what I had.
