I live in NJ as well, and just put flushmounts in the front and an undertail kit with blinkers in the back. I didn't install resisters so they flash quickly. Fortunarely, if I fail at the DMV for this, I'll just drive to the dealership, which is right down the road from the DMV, and pay for my inspection sticker.
