Not the ECM
The shop was able to get a good ECM and hook it up, turns out it did not help so my computer is good. Now I just have to find out why the power is not getting from the ECM to the fuel pump....

don't continually call the shop saying "hey a guy on a forum says do this..."
i get people who do that to me all the time and i hate it bc there is an order to how you diagnose electrical problems
