Default Pilot screws control fuel or air?

May sound like a stupid question, but do the pilot screws on our bikes control the amount of fuel at idle or air? I've been thinking fuel this whole time, but if I'm wrong it may explain some of my 7.5-9k problems. Thanks in advance

They control fuel. The idle jet is also the baseline for the total flow of the carb. The more out, the more fuel. The idle jet typically maxed out by 7500. Then the main overlaps and takes the majority of the fuel delivery to redline.
