Is the ferrule still present at the end of the cable? It is the metal cap that the clamp holds near the carbs. You can put an extension to the cable or even washers as spacers near the ferrule to take up the slack in the cable. With this, you should be able to fully open the chokes and make sure that the slack is really the problem.
