The charger I have has a gauge on it that tells you when its at 100%. What are you charging the battery with?
Jump your bike with a car battery. Keep the car off... if the bike doesn't start you know its the wires/fuses/starter. If it starts, its your battery.

Several threads around here lately that sound very similar to this where the poster swears they have a "good battery" that "tested" at ~12.x volts.
seems that every one of them ended up fixing their problems with a fresh battery that didn't have a dead or weak cell in it.
Try it in jump-start mode, (turn the car off before connecting a car battery to your bike).
Or - use jumper cables to go directly from the battery iny our bike to the postitive cable connection on the starter - bypass the solenoid/relay. Does the starter turn then?

When you are trying to start the bike (pressing the start button and the neutral light dimming), see if the battery is getting warm to the touch. If it is, pressing the start button must be causing a short, draining the battery (neutral light dimming) and causing it to heat up. To verify this, you can hook up a voltmeter to the battery and see what it reads while you are pressing the start button. You may need to go through the wirings that you have touched/cleaned and make sure they are hooked up correctly.
I would do this first, then try to connect the battery directly to the starter, bypassing the solenoid as suggested by adrenalnjunky and lastly, try jumpstarting with a car.
