The seal may have been damaged when it was installed. They can be finicky that way.
The other possibility is a rock-ping on the tube has raised a rough spot on the tube
that re-damaged the new seal. Inspect the inner tube for any roughness, if you find
any, buff it smooth and then replace the seal.
Yes, you can replace just one seal, by the way. Check the how-to forums for posts on
tips and procedures, if you are interested in doing this yourself.

Yeah, I had my seals replace 2 years ago....gotta have some experience to dis-assemble the fork. Is seal was replace & still leaking, obviously either it's not install properly or the parts are bad to begin with. Your forks may be scuff, damaged....due to prolong riding when leak....sand may be caughtinto the oil damage the fork cylinder.
I dis-assemble my forks & purchase the seals myself, then take forks to a good mechanic & have it done...... cheaper when you take it to them.
