What is Honda's Policy when it comes to modifications to a new bike under Warranty? I mean when people start jacking around with their exhaust and installing new gears and such. Does this void it?

no. unless it causes a failure. if your front wheel bearing fails, it's not because of your arrow exhaust. savvy?

i can never spell the exact law but it is called the magnuson moss act (again check sp)
the burden of proof is on the dealer to prove that you mod caused the problem.
also if they require that you use oem parts etc they must provide them for free.
