Thanks for the troubleshooting on the fan!
Welp, i took the fairings off and tinkered with the fan while the bike was running, and as soon as i pulled back on the fan it started spinning like normal, so today i took the bolts off to bend the bracket back into place so it would spin freely.... thanks fellas!
