Problems with tach

Default Problems with tach

So I have had an ongoing problem for the last couple of months with intermittent odometer problems (reading wrong mileage) and speedo tach issues . Also affects my ability to go over 30 mph. So I was checking voltage on the tach circuit and noticed it was at .03 and when I revved the bike it jump to about 1 volt. Is this supposed to be 12v like everything else? Could a short in that wire cause problems with the ignition system? The wire leads back to the igm. How would I proceed to fix this? Any help is greatly appreciated.

Also thought I would add that when the odometer reads normally the tach voltage at idle is about 1.3 and goes up appropriately when I give throttle
