Default tach problems

i have a 98' F3 and lately my tach has been acting up. when i first start up the bike it works fine, but while im riding it will get real jittery and randomly drop to 0, sometimes it will start to work again, other times i will have to stop then start the bike back up for it to work again.
ive cleaned the connection for it at the gauges and at the ICM, didnt help any.

ive gone through my service manual and done all the troubleshooting steps that it says to do, but everything seems fine.

anyone have an idea of what the problem is?

Just checked the voltage from the tach terminal behind the gauges to ground, was only getting around 1V
service manual says if its below then replace the ICM, would that be a good place to start?
