Okay, hello, have a rebuilt carburetor these are the oem. Cleaned, replaced o-rings, gaskets, set the float needle and set pilot screw at 2 turns out, stock, stock jets and needle unfortunately don’t have the repair manual on me for specs.
When starting with an empty float bowl, choke on the #3 and #4 carburetor fill of fuel behind the butterfly valve #4 especially. #4 spraying out fuel and the direct air injection air hoses ejecting gasoline also. The #4 slide became stuck open.
As of now won’t start due to too rich. However adjusting the pilot screw did nothing and then the motorcycle stopped turning over even with the battery connected to the tender almost acting like the engine seized with no oil however the oil level is full to spec. I quit there.
Never ending with this carburetor the previous owner lost all the bolts, or stripped them and had a 140 and larger needle. Any suggestions?

You indicate that you "set the float needle". I'm not familiar with the specific internals of the F4, but on the F3 the float height was not adjustable like in other models. I'd be surprised if the F4 had adjustable floats. If they are flooding, then the operation of the floats needs to be checked for proper operation. It's easy to do if the carburetor is out of the bike. Simply turning the carburetor upside-down while blowing into the fuel line. You should not be able to blow air into the carburetor through the fuel line with your mouth if the carb's are upside down.
