Default Odd powerband issues

I have a 95 F3 w/ a power problem. The carbs were recently cleaned and returned to stock jetting (jetting was messed with by previous owner). Now when I drive the bike it pulls great in the low end and then losses power from about 5500rpm to 6800rpm and then pulls normally to about 11k and after that the power fades up to redline. I was thinking the prievious owner may have also played with the timing, but i'm not sure how to check it. Any other ideas? Thanks

Did you replace the needle valves when you downgraded the jets? I had an R6 that acted like **** because the jets were not a right match for the needles. Just a guess

Is the needle height correct? I dont know what correct is on that bike, but if they are dropped down too far that could cause a problem.
Try raising them one notch and see if that helps.

The needles in the carbs don't use the e-clip method for adjusting the needle height. Look to see if there are schims under the base of the needle. From the factory, there should be no schims at all.
