I have a 91 cbr f2 and the top speed it only 80 mph. from 1500 to 4000 rpm there is no power after it hits 4000 then the power kicks in. Before i sped 100 bucks on a carb sync tool i would like to know what else it could be. Thanks

 

Well, pull the plugs and check for fouling. But seems to be it could just be clogged jet(s). The plugs will tell you the problem:
