Did you file a police report? They will have a record if it was towed, if you had a license plate.
If not, you're screwed lol.
But if it was parked in a "park and ride" which is monitored by a towing company, and you had no license plate, there's a good chance it has been towed.
Go back to the park and ride and see if there is any signage that lists a tow company.

agreed. also, if your tank was off they would have pretty good reason to believe you are not simply using the parking lot for your daily commute so i could see why they would tow it on that basis as well. id start by looking for the towing company. although a bike sitting there with no tank and no license plate (sounded like you never found it?) would be an easy target for stripping down. hope you find your bike and get everything straightened out.
