Let me try to help you out and leave some feedback to give me an idea. It may be a vacuum issue. There is a small hose that runs from the left side of the engine block to the fuel valve on the tank, if this is not hooked up or perhaps twisted it will not allow the diaphram in the fuel valve to release. If this is not the case check the obvious like fuel lines. The carbs may also be adjusted improperly. I know from experience because after dismantling my carbs once the bike would not start. I adjusted the three stop screws including the main throttle stop screw and it solved the problem. If you adjust the stop screws make sure to screw them all in completely, and then begin to adjust them all back out equally by counting the number of turns.
