There is a chance that your carbs aren't quite clean yet.
Instead of thinking RPMs think throttle position.
With the bike off, take a piece of tape and place it somewhere towards the top of the throttle. Then put another piece of tape adjacent to it on the housing.
Now go to WOT and place another piece of tape adjacent to the throttle piece.
This shows you position at idle and WOT. Now divide that space on the housing in half and place another piece of tape. Then do the same at 1/4th and 3/4th position.
Then start up the bike and see at what position you have the issue.
This will help you decide what circuit in the carbs you need to focus.
RPMs are a result of an action.
I am currently troubleshooting an issue with my tractor. I give it total fuel and I barely have any RPMs. So focusing on RPMs would not help me. Different scenario but same idea. I have a blockage in the fuel system somewhere.

Bike is also killing its battery. No chance that this isn't related to an electrical issue? Like rectifier or coil packs? I have the second carb set to try once I fix the fuel leak to diagnose further. I literally spent hours and hours cleaning with chem cleaner and compressed air as well as replacing all of the jets (except the main jet, where I went back to the 112 jet).

The bike doesn't charge at idle. So if you've spent most of the time at lower RPMs it will drain a battery, especially if it is older.

As to the carbs. Not saying they are clean. Just saying its possible. Carbs that have sat for a long time can be really tough to get cleaned properly. I normally let them soak for 24 or 48 hours
