If fuel is flowing, maybe the fuel line is hooked to the vent instead of the fuel in port.

I know now he's on gravity feed. When I was having my fuel pump troubles and went gravity to make sure my problem wasn't something other then fuel delivery, I was surprised at the line routing. There was a lot of it. So without seeing how much fuel line is on this bike. I'm beginning to think something is either kinked or might be too close to something warm and causing a vapor lock.
I'll suggest running the lines through its normal course of travel as if it had a pump and maybe slipping a larger inner diameter hose over the bends to prevent kinking and where, as an insulator, near any hot engine bits. That's the best I can come up with. Good luck to you
