If the butterfly is to open on #1 you will not get a reading. You may need to close it down. It would also be why it won't idle down.
You have to think of it this way, you are checking the vacuume between the intake valve and the butterfly. If you open the butterfly you are loosing vacuume. You need to back the screw out and close it down. If it is to open it is the strong cylinder and closing it will bring the idle down so you will aslo need to turn the idle adjuster in to conter act the closing of #1 butterfly.
In the state the carbs are in now #1 is to far open and doing all the work at idle. The other three carbs are to far closed and when you try to idle down with the idle adjuster the bike will die due to the fact that the other carbs would be fully closed at that point.
That is what may be happening or I just don't know what the heck I am talking about.
