Default 15+ volts at the battery and fuel starvation

Battery

I've got a 5-function voltmeter thing that I got from here: http://www.fatboyzdiner.co.uk/ (go to the Goldwing Tank, dash and seat page). One of the things it shows is battery voltage. Up till today it's reached no higher than 15.0 volts. Today I rode 250 miles on my CBR1000F-L, the first time in ages that I've ridden her in hot weather. Most of the way it was showing 15.4 to 15.6V. At one point it beeped at me, so I looked down to see that it had hit 16V. Wonder why on this device it's 16v that triggers the alarm? Ages ago I did a kind of PC-Fan mod; I've got a small PC fan (5cm?) just forward of the reg/rec (ie to the left of it as you look at the side of the bike) that blows on to the reg/rec. I've also checked its connection with the frame etc but haven't replaced any of the cables.

Is my reg/rec on its way out? Is 15.6 - 16V OK in this hot weather? I know there are lots of threads on this issue, but I remember reading somewhere that a Suzuki one is better? Can't find that thread now.

Fuel

I nearly didn't get to ride her today. Last night I thought I'd check her over as she's been standing in the garage for a couple of weeks. I had turned the petcock to OFF too. When I started her up, the choke didn't work, and no matter how high I revved her, I could tell not enough fuel was getting to the engine. I soaked the carbs and petcock in WD-40, rode her a while, still the same. Neighbour said take her out again and ride her hard. After about 15 miles she was back to her old self thank goodness. Today I fed her lots of Redex carb cleaner and high-octane unleaded. Does it sound like a blockage in the fuel line, or a carb, or could it be air? She was fine for all of the 250-mile ride today so shall I just forget about it?

Your link isn't working, but if it's like this one

I've got the same one. And it's also strated showing 15+ volts at about 2,000 RPM and in the high 12's at idle. It's also showing 13.8 volts when the bike is off, so I'm not sure if the rec/reg is the culprit or not. It might be the unit itself. I'll have to meter it first.

The fuel issue sounds like bad gas. Running Premium isn't going to make any differece though. If it's runnig fine now, I wouldn't worry about it.

I don't think that speedo is off a 1000F. Zero mph on my bike is at 6 o'clock. The pic shows zero at around 8:30.

That picture is from the casporttouring.com site. They sell the units. I just grabbed it because the link the OP has doesn't work.
It's not a 1000f speedo. Besides we have MPH over here, not KPH
