Fix the fan! It's really simple. It's constantly supplied 12 v, and then a "pill" switch in the radiator grounds out the fan when it needs to run. It's definitely a minimalist approach. As far as what you need, you'll definitely need the CDI, the solenoids, relays, fuse box, etc. There's a lot you can get rid of though...
You must block the vacuum nipples otherwise it won't run right. Connecting them to each other is the same as blocking them, so you'll be good. As far as the needles, if you have an aftermarket air filter and headers, I think you'd want the skinnier FP needles. Even more so if it's in "ram air" constantly.
