Both actually, the cop and even more so the dumbass that ran.

 

man I wish I was their SGT, theres no point to endanger the lives of possibly 10's - 20's to catch that bike. and then to knock that bike over, if i were that squid first then would be bail, 2nd thing back parkin lot of that police station to call that cop out. just like in the military, take that rank off and meet me out back.....
