I have no problem with a law that prohibits a passenger on a bike not designed for one. But this bill is specific to "sportbikes", and as defined in the bill is ANY bike that you lean over the tank to ride and has a lightweight frame and is designed for handling and speed. That means I can put a passenger on the tank of my Harley bobber and its ok (legal). Thats just stupid and descriminatory to sportbikes in general. This is not a common sense law its a harass sportbikes law.

This isn't that different from laws some states have that say a driver under 18 can't have more than one passenger who isn't a family member. The idea is that kids get together and do stupid things to impress one another.
But limiting it to sportbikes makes no sense other than, as was pointed out, the law would have no chance if it included Harley riders, who have much more political clout than sportbike riders.

Not cool to have bias against a specific style of motorcycle..
And the only benefit I could see from the passenger having an endorsement is that they may be more aware of the risks of riding on a motorcycle especially if they have taking some sort of MSF course. The operator should instruct them on how to be a good passenger and if they cannot follow rules to appease said operator, i.e.: following hand signals, bracing their weight on the tank, going along with the lean angle and not disrupting it, proper attire, etc... then it would be wise of the operator to tell the passenger they may not ride for both their safety.
