They had a large overstock and the economy/sales were in the chitter. They pretty much gave them away, 7-8k pricing out the door with zero miles was the norm. Honda gave a huge discout (bonus bucks) to sell them off. Hell, I almost bought one of them then but just couldn't get over the styling.
As for what they are worth right now, kbb is going by the orig factory cost in the 13k range and lowering the price due to miles and age and not taking into account the actual selling price of the moto after honda discount. Keep in mind I'm not saying its not worth it, it's a nice bike but i'd still try to take your newfound knowledge and talk him down some. What can it hurt?

and in Washington, bikes are hella expensive. Specially around Seattle area.
