Commercials are not actually louder than the show you are watching, that would violate FCC regulations but they do get around it with a technicality. Instead of increasing volume they increase levels. It's like adjusting all the settings on your Equalizer higher; you're not actually increasing the volume but it sounds louder because you're increasing all the frequency levels. I made a little of that up but the gist of is true.
They use compression for commercials. Kewl is right, they are not louder. There are peaks and valleys, and compression "squashes" the signal. The floor moves up, and the celing comes down, so there are not as many low points and not as many high points...more of a constant level of sound.

I read somewhere that they weren't restricted on how loud they could be,thus the more loud = more attention.
