If you want to pass inspection take it to a Harley shop. If the PA ones are like the ones here in MO they'll give it the once over quick inspection, maybe honk the horn, and get you on your way ASAP so you don't pollute their Harley shop.

I didn't even know about the passenger strap thing. Maybe it's not part of the inspection requirement in MO but I had my rear cowl on (no strap on it) when they inspected mine and not a word about any strap.
