M1 license - Permit to ride- No License

In PA you pay $10 and take a permit test (written).
If you pass, you get your permit which is good for 1 year. A permit allows you to ride just like you have a license, but with restrictions: you can't ride with a passenger, you can't ride at night, and you must wear a helmet. You can renew your permit once (for another year) for $10 without re-taking the test.
To get your "class M" (full moto license) you must pass the license skills test.
Once you have your class M, the only restriction is that you have to wear a helmet for 2yrs.
As to why people don't get either of the above... it's because they're dumbasses. lol..

I took the BRC and the ERC. Doing The Box on a 600 is easy... except on the nerves. Thoughts of dropping MY flawless bike doing something I'm likely to never do again gets to you.
But after a few test runs I was able to do it in the 250cc box (for the ERC they had a larger box outlined for larger displacement bikes).
What really confuzzled me though were the guys taking the ERC to get their license... on liter bikes! Their ego wouldn't allow them to take the BRC and be forced to use the MSF's 250s. The instructor even told them they'd have an easier time doing the BRC instead. It was hilarious hearing one guy moan "I can't go that slow! My bike will fall over!" when told to do The Box

In Louisiana, they verify you are breathing, and do indeed have a pulse. You take and pass the written portion. the computer shut me off @ 26 questions because at that point I couldn't miss enough questions to fail. If they all go like my driving portion, then the guy walks outside and watches you pull out of the parking lot and around the block. When you get back in the parking lot, you realize the guy has already gone back inside and is waiting on you. Hand over $15 and they hand you a fresh new license with endorsement.
Amazingly - he says about 4 out of 10 people fail this.

Though the MSF course is free is PA, but do they provide you with credit towards DMV, is like a free go- pass directly to your M1 license? Bypass the DMV skills test.
I see how the STATES make money...they make it hard to get your license at the DMV, an then here is SoCal, people elect to pay $250-$300+ for a course which let you bypass DMV skills test....guess no money no honey law...
