Washington State the answer is nothing legally . Now I know you can do a few things and get away with it just depends on how the cops are around your area. The WSP will take you down in a hurry but city and county cops don't seem to mind to much. If its solid here they won't say much but if its flashing or strobing your done. We have RCW's in my state which are written by the state troopers if that makes any sense. You really have to research and look. Nothing is written for motorcycles specifically except a few of the laws so it really falls under all vehicles.

Red/Blue = Emergency vehicles. Cops/ambulance/fire truck
Green/white = first responders/reserve fire fighters.
Only reason i know so much is because i got pulled over a few years back and given the fix a ticket with the RCW on it for why i can't have it.
WA is kind of a baby state. They coddle to the masses. Technically you can't do anything to your car that wasn't done by the manufacturer. So any exhaust you put on your vehicle is actually illegal but they just don't bother here unless it is annoying or overly loud.

In Wisconsin, the only thing legal is the typical: white in the front, orange on the sides, red in the back. Blue is pretty illegal (unless you're a Harley, apparently - they get away with whatever they want, it seems). The rest you might get away with since it helps you be seen, but it's kind of at the cop's discretion.

Of course its easier to change the color to one the cop doesn't object to instead of arguing. But none of the colors or flash modes have caused a cop to stop me
