Ladies and Gentlemen, I give you:
Red Tape.
So I bought my bike out-of-state and the dealership shipped the paperwork to my state DMV. It's been over 30 days and I haven't heard a peep, so I make some calls -- the dealership has a tracking number and my DMV signed for it 3 weeks ago, but my DMV tells me it's still not in their system and they have no way of pinpointing the paperwork until some lackey in the mailroom gets good and ready to process it, which according to them takes 4-6 weeks from the time they receive it. Then, if the paperwork is in such good order that their internal accountants are unable to come up with a valid reason for returning it to the dealership unprocessed, they will put me in the system.
Meanwhile, if I own a new vehicle and fail to have it fully registered within 45 days, I get socked with a late fee that has to be paid before they can process it. (those good with math skills may deduce that this window is quickly approaching..) After 60 days from the original date of purchase, that fee nearly triples.
The natural question from me is: how do you justify hitting me with a late fee when all this is out of my hands, it's been tracked to your department, and you're telling me that your internal processing time alone could bump me into late status?
DMV answer: That's what you get for buying out-of-state, chump.
Just a small anecdote demonstrating that yes, our Government is messed up. And no; more Government is not the answer.

it's not the amount that miffs me, it's the attitude.
and who would I sue? the DMV? pfft.

this country is being driven into the ground by government. it's only livable because of hard working americans working twice as hard for half as much. You'll never get anywhere with the paperwork because someone at the DMV is getting paid $16-$18 an hour wether or not your paperwork gets filed. Try to find someone who genuinely cares. It just doesn't happen anymore. Everyone is too self absorbed to think of anyone else. I feel your pain, I bought my bike in NY and I live in LA.
