Your engine could be locked due to fuel in the cylinders. Before you tear it down or whatever you're planning, take the spark plugs out and see if it will turn over. If it does, I imagine you'll get a nice shower of fuel coming out of the spark plug holes. 12.2 Volts is actually borderline low voltage for a good battery.
