again my dad was walking INTO the club. and the step that lead inot this place do not have a handrail.

What are the building codes in your area? A handrail may be required for some types of stairs and not others. This should be fairly easy to look up. If there is no code that requires a handrail, then you have to show why this particular set of stairs should require one and that the lack ofone is negligence.before you go to a lawyer, count and measure the steps as bring the pictures you took.
