If I had to guess I would say someone was trying to get it running and thought spark was the issue.

People will often not clean carbs adequately, swearing they did a great job without realizing just how meticulously clean they have to be.

 

if had a guess I’d say they didn’t even clean them none of the screws look like they have been undone recently

I’ll see if it turns over though if I get some time will start to plug things in today if I can find where they go
