Default 1992 Honda CBR600 F2 low compression

I bought a totaled f2 engine and wiring harness, and thought it would be a good idea to put it into a quad, built the frame, all the wiring, now finally a test drive. It seems as cylinder 2 is not doing a whole lot, not pulling the diaphragm open on the carb when it is reved up. Compression test says 150, could it be a stuck valve? Maybe rings? And advice on what to do next would be greatly appreciated.

Wet compression test would be next.

Did you check the valve clearance to see if any are tight?
