Blackbird motor in a Hurricane 1000, can it be done?

Obviously the at 83 rwhp she is not running right. On the road just like the dyno she pulls great all the way to 7k then stumbles/surges. The problem is in the carbs. Once I take of than if I can find the parts she should run like a Hurricane should. Indiana Hurricane I hope she pulls a 119 rwhp like yours. I will be stoked if she does.
